Can you learn digital photography with any kind of digital camera?

I want to learn digital photography, but I don`t have the camera or equipment needed. All I have is a Canon Powershot A590. I was wondering if I could learn the basic skills of photography/digital photography with this camera?

If that is all you have for now, you can at least make a start.

Everywhere I look I see a lot of free digital backgrounds but their quality in the 'real world' leaves a lot to be desired. They also reveal how to get those same effects in Photoshop / Gimp through video tutorials, which makes them a value option.
