What is the best free photo-editing software?
I need to tweak just a couple of digital photos I took for a project I'm working on. All I have to do is some cropping, turning color to B&W, adjust the total image size, and rotating by degrees (i.e. where I can choose how many degrees).
What program would work? I downloaded the free GIMP software but it turned out to be totally useless.

I think for basic photo editing the GIMP is overkill and overrated. Try Picasa - free from Google
