Best Digital Photographic Printer?

(please excuse my ignorance)
I was wondering if anyone could offer any advice towards which photographic printer I should buy. I am studying photography at college and need a high quality printer for my final photographs.
Due to internet reviews it seems the clear choice is between canon or epson but I am unsure.
I was also wondering if anyone knows if you are able to print your photographs with a small white border, as all of the printers advertise printing up to the edge of the paper. Also can you print a4 on an a3+ printer?

Most printers will print borderless these days- even the really cheap £20 odd ones. As for a manufacturer, then Canon for me are the best make of printers. If you are studying photography can you perhaps ask your lecturer for a suggestion of one? This should be something he/she is well up on.
