What is the best application for digital photo storage and cataloguing?

I'm storing all my photos on my computer and I'm wondering if there is a good photo album programme/software anywhere? Free or paid-for is fine. I've had things like Picasa from Google suggested already but I really don't want to store them all online. I'd much rather keep them on an external drive and have them sorted/catalogued with some sort of storage database or even a digital scrap booking application that doesn't go online. Thanks.

I appreciate Chris' answer, but you probably want to know 'why' as well. Adobe Bridge is awesome because it gives you all sorts of cataloging options. First, I use it to collect all my appropriate photos together - pretty basic, but essential. From there I rate them from 1-5 stars - I thought this aspect was a little cheesy at first, but once you do it a couple of times it really shines. Then I usually keep/print/use the ones I've picked as 4 or 5 stars. You can also use Bridge to color code the pictures. Maybe one kid gets red, another gets blue and the whole family gets green. Whatever you want, Bridge has a lot of sorting options. And, of course, it intigrates with Photoshop and Lightroom very well. There are a few minor quirks if you get super in-depth integrating those 3, but they can be easily worked around, and I've only run into a little naming quirk that I fixed easily. Good luck, and Bridge is the way to go for sure. :o)
