Photography.... retouching images....?
For a beginner photographer, what is the best way to retouch digital images? Is there a software program needed, or are images sent to a professional photo developer to develop pictures that need to be retouched?

Photoshop Elements is an outstanding program for retouching or improving on digital images. It is not expensive compared to the latest Photoshop, CS4, about 1/6th the cost. If you are a Costco member, it is available right now for $50.
For a lesser cost, try Ebay for Photoshop Elements 6, last years release. Just make sure it is discribed as new in original packaging. Also, you could start with GIMP which is free to download.
