Digital Photo Equipment

What is a quick and cheap method to transfer color negatives to digital images on my computer?

In the past, I took a number of color photographs, and still have the color negatives. I am interested in transferring these color negatives to my computer and ultimately to photo CD's. Is there an expeditious method to accomplish this? I am willing to purchase a new, reasonably priced scanner, or other similar equipment. I would also be willing to purchase new software to accomplish this task. In a "perfect world", I could scan the negatives on a scanner, and "voila", with the appropriate software, be able to have the photographic images digitally recorded, and appear on my monitor.
So, what hardware and software do I need to accomplish this task? Also, to "speed things up", what operating system should I use, and what specifications should my computer have. I probably need to "upgrade" my desktop at this time, so I could do that also. Thanks again!

You probably need a special attachment on a scanner for negatives, so you might not find it so reasonably priced.
You can take the negatives to a film lab and have the pics put on a CD as opposed to getting printed pictures. It'll cost about the same as getting negatives developed and will be cheaper than buying new software (unless you're talking about hundreds and hundreds of negatives)
