any good photo editing software out there?

I have a picture that is in pretty bad condition, it was originally a normal size picture which was blown up to A3 size on a colour photocopier and then left in a box for a few years, I came across it a couple of weeks ago and decided to take it to a photographic lab to have it scanned and returned to a normal sized pic which I have now scanned onto my computer, but in the time it was a A3 photocopy its quality suffered and the print has darkened, unfortunately I have lost touch with the person who owns the original Photo and negative - now I know that I cant recover the quality but I was wondering if there was a free program out there that would lighten the pictures background and the subjects in it which anyone can use without being a genius at editing
I have heard of photoshop but is that not a paid for program which can be really hard for a non-expert to use


I use Gimp 2, its pretty simple to use : ) and i know everyone says that photoshop is the best, but i really cant work it, you need to really know your stuff to be able to work out what half the tools do on it :/ lol but yeah, with your problem, i would use gimp.
