i need photo portrait editing software! where do i get it!?

i got photoshop but i cant figure out how to give my portrait subjects faces that "soft glow" . i tried getting portrait professional but i guess their having trouble processing payment because it keeps rejecting my card. so where is some other good software that will work on mainly the faces of portraits.

PHOTOSHOP you already have the perfect program why would need anything else!
